Your project scope, the number of skills you need and the support after launch should guide your choice between a freelancer and an agency. A suitable freelancer can handle a clear business website when one owner or manager makes the decisions. An agency can be a better fit when you need design, development, advertising, photography and regular content at the same time. You should check the actual people, written deliverables and handover plan in both cases.

I am Vern Chun from Milaos. I provide web design, SEO and Local SEO services directly to small and medium businesses in Malaysia. You can use the same checks in this guide to assess my service.

One-minute guide: freelancer or agency?

Your situationCompare freelancers firstCompare agencies first
Project scopeA business website, service pages, portfolio and enquiry path with a clear scopeA website, branding, advertising, photography and regular content at the same time
Decision processThe owner or one manager can approve the workSeveral departments, brands or approvers take part
CommunicationYou want to speak with the person doing the workYou need a project manager to coordinate several specialists
Main riskYou need to check availability, backups and handover if the person cannot continueYou need to check who will do the work and how the team receives your requirements
Work after launchUpdates are not frequent, or your team can manage themSeveral people need to create and manage content across channels

This table helps you start the shortlist. It does not decide quality. A skilled freelancer can manage a complex project. A small agency may only assign one or two people. You still need to check the people and the exact scope.

What is the real difference between a freelancer and an agency?

A freelancer is an independent service provider. The same person usually handles communication and most of the work. An agency offers services through a team. Team size, specialist roles and outsourcing can be different for every agency.

Ask these questions before you choose:

AreaAsk a freelancerAsk an agency
People doing the workWhich tasks will you do? Which tasks will a partner do?Who will handle design, development, copy and SEO? Can I speak with them?
Project capacityWhat is your current schedule? How will you hand over the project if you cannot work?Which roles are assigned to my project? Who takes over when a team member leaves?
Content and featuresWhat must I provide? What will you create? What will each team member deliver?
Revisions and communicationHow will we record feedback, scope and extra work? How will the account manager pass my requirements to the team?
Support after launchHow long does support last? What are the later charges?Which team handles maintenance? What is outside the package?
Accounts and handoverHow will you hand over the domain, hosting, code and content?Which accounts, files and licences will I receive when the work ends?

A freelancer creates a continuity risk because the work depends on one person. You can reduce this risk with written milestones, client-owned accounts, regular backups and a clear handover plan.

An agency can create a gap between the sales promise and the delivery team. You can reduce this risk by asking for a named contact, the actual project team and a written internal handover process.

How much does a website cost in Malaysia?

A website does not have one useful price without a clear scope. Compare these items in every quote:

  1. The number of pages, languages and features.
  2. The person who provides business facts, images and copy.
  3. The basic SEO, keyword research and page planning that are included.
  4. The renewal costs for the domain, hosting, paid plugins and APIs.
  5. The revision rounds, launch support and later update fees.
  6. The accounts, content, files and instructions that you receive when the work ends.

A freelancer is not always cheaper. A higher agency quote does not always include more work. Find the differences between the scopes before you decide what has value.

Milaos publishes a starting price of RM2,500 for a Business Website. WordPress and standard Astro use the same base price for the agreed scope. Extra languages, complex features, an extra CMS and ongoing services need a separate quote. This is a Milaos package price. It is not a Malaysian market average.

What should you ask when a quote says SEO included?

The words SEO included may only cover page titles and basic indexing settings. Another quote may include keyword research, page planning, content, technical changes or ongoing work. Ask the provider to list every item.

Basic SEO for a new website, ongoing SEO, Local SEO, advertising and social media are different services. The Google guide for hiring an SEO recommends that you ask about previous work, market experience, measurements and the reasons behind each recommendation. Payment for advertising also does not buy a higher organic ranking.

You can also read the Malaysia SEO cost and scope guide when organic search is an important customer channel. A marketing agency name does not mean that the website quote includes ongoing SEO.

Does WordPress or Astro affect this choice?

The platform affects editing and maintenance. It does not decide whether a freelancer or an agency is better. Ask the person doing the work to show you how to change text, replace images and publish an article. Ask which updates need a developer.

The Milaos WordPress base scope can include agreed content editing and basic instruction. A developer manages content on the standard Astro option. Astro can connect to a CMS, but the CMS choice, development, hosting and third-party fees need a separate scope. They are not part of the standard base package. The web design service page explains the current scope.

WordPress or Astro with a connected CMS can suit a business that updates content often. A business with stable content should also compare speed, security, maintenance responsibility and long-term cost.

How do two common projects compare?

A clear business website with one decision maker

A local service business may need service information, a portfolio, a service area and a WhatsApp or form enquiry path. This project can suit a freelancer with relevant work. Check whether the person can plan the pages, complete the build and explain future updates and handover.

Several marketing activities at the same time

A company may need a new website, branding, photography, advertising and social media content. Several departments may also review the work. This project can suit an agency that can coordinate the different roles. Ask which tasks the internal team will complete and which tasks it will outsource. A freelancer also needs a clear plan for the other specialists and overall coordination.

Why should Milaos be on your shortlist?

Milaos can suit a Malaysian small or medium business that wants direct communication and a clear website, SEO or Local SEO scope. Vern Chun handles the communication and the main work. I will explain the need for another team when a project requires full advertising, photography and social media operations.

You can review the KCN Aluminium and TSP Haus case study. It shows how I separated the services of two brands, planned the pages and enquiry paths, and handled the Google Business Profile and local search foundation. The page audit score and brand search screenshots have clear limits. They do not prove service keyword rankings, traffic growth or enquiry growth.

Use the same checks from this guide when you assess Milaos. Review the relevant case study, the person doing the work, the platform, editing method, quote, account ownership, launch support and exclusions.

Next step: use one requirement list for every provider

Send the same information to every provider. Their replies will be easier to compare:

My business, main customers and service area are:

My current website is, or I do not have a website yet:

I want website visitors to:

I need these pages, languages and features:

The person who will update the website after launch is:

My budget range and preferred timeline are:

You can request a free initial SEO review when you already have a website but do not know which issue to fix first. You can review the web design service and published pricing when you need a new website. You can then explain your requirements through WhatsApp or the contact form.

FAQ

Should I hire a freelance web designer or an agency?

A freelancer can suit a small or medium business website with a clear scope and one main decision maker. An agency can suit a project that needs design, development, advertising, photography and regular content at the same time. Check the people who will do the work, the written scope, relevant case studies, account ownership and support after launch before you decide.

How much does a website cost in Malaysia?

The price depends on the number of pages, languages, copy, features, platform, SEO work and support after launch. Compare quotes with the same scope. The current starting price for a Milaos Business Website is RM2,500. Extra languages, complex features, an extra CMS setup and ongoing services need a separate quote. This is a Milaos package price, not a Malaysian market average.

Is a freelancer always cheaper than an agency?

No. A freelancer often has fewer management costs, but an experienced freelancer may charge more than a small agency. A low quote may also exclude copy, SEO, licences, maintenance or handover. Give every provider the same requirement list before you compare the total scope and future costs.

Does a marketing agency website quote include SEO?

The agency name and the words SEO included do not explain the scope. Ask the provider to list basic SEO for the website, keyword and page planning, technical changes, content, Local SEO, ongoing SEO and reporting as separate items.

Is it safe to hire a freelance web designer?

Yes, when you manage the single-person risk. Check relevant work and delivery skills. Put milestones, revision limits, domain and hosting ownership, file handover, support after launch and a backup plan in writing. You should also check an agency in the same way because a larger team does not mean that every team member will work on your project.
